The linesmen should call the offsides period.
No challenges. No two minute penalties.
If the linesmen get it wrong, they get it wrong.
If they get it wrong too often, replace them.
Kids play hockey all over Canada without video reviews for offsides.
The linesmen aren't NHL caliber, but the amateur refs or linesmen get the calls right 99% of the time.
