I was able to find information on what that 9% represents.
9% is the number of people in the US that are not citizens. It includes all the people that are not citizens but that are here legally. Those should be excluded.
So the "illegal" number is probably closer to my guess of the official count (which is around 3+%) and 7%.
And to be clear, the reason I suspect there is more criminal activity among illegals than in the general population is that there are correlations between education/poverty and crime. I don't think there are a lot of college educated accountants and computer programmers sneaking across the border or coming here illegally.:-)
