Feel similar to you, but worried about the clout the NFL may still have at the Justice Department. Could see them making a dishonest case about the dangers of a federally-unregulated industry poses to kids, without federal integrity protections in place, blah blah. Also, states that aren't in line to profit quickly could try to block advantages that will accrue to other states like NJ, MA, CT, WV, PA.
Not sure how this legislation would do that, but the NFL and the other leagues will push very hard not to get cut out of any state schemes..
