i had a friend of mine putting in bets for me 30 years ago at the Imperial Plaza. we had $200 to win on a first time starter at Pimlico and the IP wouldn't pay the winning ticket claiming that we fixed the race. it took us 5 months to collect and had to go in front of the gambling commission to eventually get paid. it was only a $15 horse.
