Yes, and dirt races at one mile use the 2nd finish line, while all of the other traditional dirt distances use the first finish line. It's a simple rule of thumb, and you have to either be unaware of the simple rule, or unaware of what distance your mount is running in the current race, or very distracted to somehow get it wrong.
The length of the extended stretch of the 1M race often adds an element of quality required of the horse and/or the rider.
At times you learn more about the horse. In some situations there is wagering value to be had if the 1M is more demanding than a race which was run at 8.5f or 9f.
It increases the quality of the product.
