That was always Trump's position, that he would deport 12 million illegals and then let the "good ones" back in on an expedited basis. And he has always said, as I remember, that the great majority of them are "good ones".
Which is why the literal plan is so whacked. If you are going to let the "good ones" back in, find out who they are and don't deport them in the first place. And the fall back by the more knowledgeable supporters is that this is just Trump's first offer in a negotiation (a suggestion!), and he knows he isn't going to get this, and he will settle for something less that he will be happy with.
