While AOC is heading up this brilliant plan in the House, Ed Markey (D-Mass) is taking the lead in the Senate. Looks like they have it all worked out, except for a messy little detail here and there.

I don't know about AOC's experience, but Markey has been in the House and then the Senate long enough to be an expert on that first problem.
