I have talked to some folks down there, and there is a lot of "he said, she said" going on. Rumor is that there is bad blood between Monarch and some folks at Az Downs due to prior relations elsewhere. The bill says that Monarch has to provide service under the same terms and conditions to all tracks in Az.
One rumor is that Monarch is threatening to pull out of Az if they are required to do this. I also heard that the governor has until June 8 to sign it, but have no confirmation of that.
