Billions of dollars are spent by the advertising industry on convincing "consumers" to buy their product. Today targeted ad campaigns increase the ROI's of an advertising dollar. Google and others are major players.
Smart money through clever technology is a major area of research.
The Russians have learned much. Way cheaper than military campaigns. We do not know how effective their political adverting ROI's actually were. Votes were changed. We will probably never know how many. The 3 or so states that provided Trump his victory are calculated to be swung by unexpected states. Only 80,000 votes in those states gave him the advantage.
