Given these restrictions on data, sharing of samples is likely rarely if ever permitted. A person who has a PHD in a related area which is not from a correspondence school would almost certainly know this.

Then how come the CDC just didn't send the parties who requested samples their "sharing policy" instead of just telling them they didn't have any samples?
Also, if all this is true, how come the CDC doesn't publicize for public consumption who their "sharing partners" are?
