It takes a republican to believe that overseas capital argument anymore. The great Conservative, Ronald Reagan, once tried a "tax holiday" for money to return to the United States. It was a failure. Not only did very little money return, but more than usual amount of money left during the "tax holiday" period. It is about where they think they can get the greatest return on investment. When they can not compete with foreign made products because of the exchange rate, they are not going to make things in the United States. If you really want to see a mass exodus of American money, tell the corporations that their profits made overseas will not be taxed when they bring them back to distribute to stockholders.

Some day in the not too distant future, horse players will betting on computer generated races over the net. Race tracks will become casinos and shopping centers. And some crooner will be belting out "there used to be a race track here".
