a matter of fact they have some good plans that should attract bettors that bet those type of races.
they will be paying big purses and the place will not profit from the casino money at all. if they are going to do well they will have to create a handle. if they run a meet and don't make any attempts to get bettors to play the place they will lose a few million to just get the place ready to run.
