I saw some speculation on Twitter it could result in lower rebates.

i would guess that penny breakage will help with the international handle. now all they have to do is promote it. they need to attract more business. in Saratoga this year, i think i heard they increased the length of the chute on the main track so they can run a 1 turn mile. this might attract more horses for these races.
