The penalty is easily avoided. There is a form that has about a dozen different reasons why you don't have insurance. You fill it out, check one, and send it in. I haven't look at it in a while, but one of the options is kind of "none of the above", that says for unspecified reasons, you were able to buy insurance. No proof is needed.
