You sometimes hear a race caller say "and now <Name of Horse> is given his cue."
I've also heard it said like this "and now <Last Name of Rider> releases the brakes."
Imo, both refer to the same thing.
The rider just let the horse know "It's time," most often through use of the hands without contact from the stick. Most often up to that point the horse was rating under restraint.
