It appears that accross all odds ranges in that sample the number drops to 0.366.
BTW, I used the win odds of ALL horses relative to the place PAY.
I would think that one who was so inclined could easily create a more complex formula that relates win odds to place pay (i.e. pay = base number + WinOdds x multiplier).
