If that's true, I think it's worse. My point earlier was that if Texans can't bet out of state tracks they might bet more than usual on the Texas races. That would cushion the blow (especially because they probably keep more per dollar). This sounds like the worst of all worlds. It will be interesting to see what actually happens. It sounded to me like there are already laws in place that can't be violated, but laws can be changed.
