Not sure who to believe now, but the Texas Horsemen's Partnership is now claiming on Facebook that this would only impact the export of Texas races to outside states, not the import of simulcast signals to Texas tracks:

Due to rampant rumors and misinformation concerning the announcement by the Texas Racing Commission on June 13th , with regard to simulcast approvals, wagering and HISA, we would like to provide our members and others in the Texas racing industry with the facts.

Wagering on live races and import simulcasting will continue as usual after July 1. Beginning July 1, the only simulcast signal that will be affected is the export of Lone Star Park's live races, to out of state receiving locations.

The Texas Racing Commission has expressed its commitment to performing their statutory duties and to provide a level of certainty to all participants in Texas racing.
Not sure if that's better or worse for Texas racing - that people who show up on track will still have other options to pick from, and there still won't be any simulcast dollars coming into the live product.

What a circus.
