Not sure who to believe now, but the Texas Horsemen's Partnership is now claiming on Facebook that this would only impact the export of Texas races to outside states, not the import of simulcast signals to Texas tracks:

Not sure if that's better or worse for Texas racing - that people who show up on track will still have other options to pick from, and there still won't be any simulcast dollars coming into the live product.
