No, the "whole premise" is not askew! By virtue of the fact that New York voters voted in a dimwit to begin with (Cuomo), it stands to reason that another dimwit would fill the first dimwit's shoes in the event of an emergency, such as Cuomo's resignation. Therefore, New York ends up with another dimwit to replace the one they did vote for. New York voters still get what they voted for: A brain-dead dimwit.
