This is also likely why we don't see the regular schedule of very-low-to-no takeout tournaments we used to see in LV. The casinos would make it up and benefit from the live wagers being made by the contest players. Now those live wagers go elsewhere, so casinos have no incentive.

Nevada Pari-mutual handles and controls all betting on mobile accounts that are set up in the casinos, no skirting restrictions. The tracks that there are no contract's on are not even listed on your mobile phone.
You can't bet something if it is not on the menu to start with.
