Oaklawn's wagering agreements with other entities - such as the Nevada Pari-Mutuel Association (NPMA - negotiates for the racebooks) are now negotiated by CDI/TwinSpires. TwinSpires is the engine underneath the "skin" of their OaklawnAnywhere ADW used by Arkansas residents.

So when the most recent wagering agreements ran out, both Fair Grounds (a CDI property) and Oaklawn fell into the same "not in Nevada" boat as the rest of the CDI tracks due to the ongoing dispute between CDI and NPMA.
