iirc he acquired those licenses by "winning" some type of lottery when several business interests applied for them.
Ramsey is a gambler too and not a very good one. He would be busted if not striking gold with Kitten's Joy, who was trained by Dale Romans....another trainer that had to take him to court to get paid.
