Does anyone think rail positioning on the turf courses has anything to do with a speed bias?

It is a fact that Belmont turf heavily favors speed when the rails are at their outermost settings. The rails at Sar were both at about 18ft (i think) last week....just my thoughts....but yes, I agree with most here that a hard dry course favors speed.
