yes, the vaccine should be mandated for everyone. But that’s not practical, so we mandate it for those we can control.

I’m sure medical professionals are already required to report Mumps and HIV/AIDS as well as measles, polio etc. the ordinary citizen is not qualified to make such an assessment.
