As discussed many times on Twitter Saturday, this is factually incorrect.
The track has the ability to enter changes and scratches, including scratch reason, prior to the Chart Callers arriving. This is what occurred at 9:46 AM at which time horses scratched in races 4 and 14 had the scratch reason displayed as "Off-Turf.
When the Callers Arrived, those scratch reasons were changed to "Trainer." This was finalized at 10:28, more an one hour before first post.
At no time did the information for the race display "Turf Changed to Dirt" for races 4 and 14 as it did for the races which had been officially moved from Turf to Dirt.
