Technically it's the right thing to do, given that in some cases players will check the pool size of a wager like the P-6 before partaking or to scale their wagers. I don't think this specific pool size was something a bunch of players were watching, being a non-carryover and opening day on a Thurs for a premium meet.
Of course, it's horse racing, so I don't necessarily trust logic to carry through an explanation, or that the media release is necessarily accurate.

You wonder if any of the players would have hit the P6 but instead got a refund. The "seeding" doesn't help them.
