When I used to hang out in NYC OTBs, neighborhood people I knew for years only came out to bet the Triple Crown and the Breeder's Cup. That's it. Many of those very casual players never bothered to get ADW accounts. Maybe their handle was only $100 for the day, but there were loads of them. The OTBs in NYC would overflow with people like that on BC days even if not at the same level as Kentucky Derby day.

That money may be lost forever, but some of the remaining OTBs, simulcast centers, racetracks etc.. that normally still take bets are closed or very limited. So I suspect a lot of causal money that would have bet in normal times did not. A lot of people don't care enough to have an account, but they are willing to take a quick walk or drive to hang out and make a few bets once or twice a year.
