I was in Erie, PA a few weeks ago.
I stayed at a hotel across the street from Presque Isle Downs.
The casino was open. The simulcasting area was open for both live racing and out of town. The only restriction was spectators could not go out side to the apron to watch the races.
I don't know if this is applicable to other facilities.
Hoosier Park in Indiana allows a limited number of attendees.
