Sure.
They break every other rule in the book...but when it comes to "the bomb" they are a team player on the world stage.

They've had the money, means and motive to acquire or otherwise build themselves a nuclear weapon for DECADES...the money to bribe anyone to look the other way too...but they've somehow held off and practiced self-denial...for what exactly?
What reason could they possibly have to NOT have "the bomb?"
