Pena v Burke percentages
For my own curiosity, I went and got the stats (last 365 days) for Ron Burke and Lou Pena at Chester, Big M and Pocono. Given the fact that the Burke's race more horses, the chart displays the following stats. IN all three tracks, Lou Pena crushes the win percentages of the Burke stable. Pena's had over 500 races collectively and the Burke's 1,200+. It is a large enough sample to compare one of the best trainers in the sport currently (Ron Burke) with the Current Hot Trainer (Lou Pena).
Hard to find a plausible explanation for the rise of Pena if all were raced clean.
