Screwing up on the photo is not shenanigans. But everything else about this episode certainly qualifies as shenanigans. There's a way to deal with this situation, and it isn't the way NYRA did it..

It really does. "Posting the photo", which racing has done for over 80 years (it used to be they physically posted hard copies of the photo throughout the grandstand) is a crucial transparency issue....
