It does not matter if his foot suddenly heal and he's ready to run again. Missing works leading to the race is a concern and yes he's an automatic toss out at the moment.

My guess is he's running the Tokyo Yushun (Japanese Derby) next Saturday (Sunday Japan time), not sure so might not be able to make it to Belmont with a 2 week turnaround. Too much money in Japan...
