Policing is pointless.
Resisting arrest is no longer prosecuted, so everyone resists.

The article said the trains had to slow down in that stretch due to traffic ahead on the tracks. Simple solution. Run the trains at intervals where they can run them through this stretch at 60 miles an hour. That will stop/reduce this problem.
