Question on rulings/fines
 

Just curious as I was reviewing the rulings and fines on the racing commissioners website I came across one that I don't get. On Aug 9 a ruling was put in on a owner/trainer Ingrid Mason for a race that happened onJune 8 at Churchill.

Her horse Valiant Lady was found to have ketoprofen a Class C drug. She was fined 1,000 dollars but it did not effect the pari-mutuel(which I knew) but it also didn't effect the purse monies? Why is that?

She owns and trains the horse and the winnings for the race was 11,220 and she gets to keep that and pay a 1000 fine. Am I missing something I just assumed the purse would be redistributed? Any ideas from you people in the know here?
