Scratched Runner question

Normally a scratched runner in a pick 4 or 5 you get the post time favorite. Today I singled the 8 in the opener at Tampa and there was a gate scratch. I was unable to cancel my ticket. Since it’s the first race will I get a refund or am I stuck with the post time favorite ?

In Florida I think the wager is refunded if the scratch happens in the first leg. But that might just be the P 3.
