What is this & how do I get rid of it?

It's very likely a scam. If you get it from going to a website then close your browser with ctrl-alt-delete/task manager and select the browser app and right click and select end task.

For heaven's sake don't call the number on the screen.

It also won't hurt to do a virus/malware scan on your pc too.
