OK, happens all the time. Horses get slower for a variety of reasons.

Why not just get rid of claiming races altogether?
Where are all the horses who have lost a step supposed to go?
All those places clamoring to take horses in so they can care for them the rest of their lives for free? What world are those places on? Not this one. Especially under your scenario, where there will be a huge increase in the number of horses unable to race anymore.
You tell me...what's the solution? No more dropdowns? No more racing after a long layoff? Definitely no dropping in class after a layoff, I assume.
