Parx Race 3 9/7/20

Can someone please explain to me how the consolation double can pay

$24.40 in the 3rd race at parx.

The :4: was a scratch in the paddock.

Race 2 winner paid $18.20.

I have never seen a consolation double pay more then the horse in the previous race. Is it PA racing commission or something.

There was only $3,694 in the Double Pool.
Small pools many times lead to irregular payouts.
