Tioga conditions question

race 2 tonight. Condition reads: open 4. What does the 4 mean? thanks

Tioga and Vernon have assigned classes in the Open Condition

Secretary decided if they move up or down.

Open 1 is tops

R2 purse 6000, R6 purse 7900 ...Open 4 vs Open3

Thank you so much! Its incredible how the public is supposed to decifer. I actually miss the letter conditions (a,b,c), but I guess this is very similar. Thanks.
