In all seriousness I wouldn't be shocked if it turned out to be a bug or exploitable weakness in a code block on a live server that was never fully tested.
As a contract developer in the Fortune 500 world back in the early 2000's I've seen it happen a few times. (It happens more than you think.)
Not saying that's the root cause in THIS incident.
But it has to be investigated as a possibility.
It's one of the things that would explain the ability to submit $10.00 ALL-ALL-ALL-ALL superfecta tickets only costing $10.00 (as opposed to $16,800.00 for an eight horse field.)
Alternative possibilities would be a hack or outright fraud.
Again, that's only if the money wasn't real.
