He may be referring to an order in the Michael Flynn case in which the judge ordered the Mueller team to turn over to him any exculpatory evidence which might be used in sentencing Flynn. This is pretty much standard operating procedure and would apply only to this one case. The order was issued last December and I do not know what has occurred since.
As I understand it, Flynn's sentencing can not take place until Mueller turns over that information. But Mueller does not want Flynn to be sentenced until Flynn has finished giving Mueller all the information Flynn has.
