P3 vs. P4 payouts.

Today (1/22) at Mahoning, the Will Pays for the 8th and final race for the P3 and P4 are as follows:
Race 5 - 7/1 winner
Race 6 - 12/1 winner
Race 7 - 9/2 winner
My question is pretty vague...but what's up with the payouts on the 4, 9, and 10? The p4 payout is 10x less than the p3 payout and the 9 pays zero in the p3? Does that mean no live tickets exist for the 9?
The 4, 9, and 10 are also 20/1, 20/1, and 15/1 ML, respectively. This would lead me to believe way more people have the 4,9, and 10 in their p4 tickets than any other horse? No way I believe that.
