A rider shouldn't be suspended because someone got hurt. They should be being fined/suspended, and severely enough, to attempt to prevent these kinds of incidents. Any reckless riding COULD result in serious injury. Whether or not it happens should not necessarily be relevant.

The problem, of course, is that reckless riding is frequently not punished. There is, sadly, plenty of blame to go around (sometimes) when someone gets hurt.

I agree to a point, but I think considering what happens to the riders and horses should lead to sterner punishment when warranted. We see that in human sports all the time.
