Well here's an explanation of at least some of the late money. The Illinois Racing Board sent out a notice of a proposed rule change today.
There are two tote companies operating in Illinois. They are currently required to combine all Illinois wagers into one pool before transmitting them out-of-state, which is called a "double-hop."
The new rule would allow them to transmit separately.
Anyone know what the rule is in other states?
