I've seen it a beulah and finger lakes before.. I've also seen a "slow" track at both of these.
I've seen frozen many times.

I used to see at MTR when they would race during Jan and Feb. At least there wire to wire winners were the rule. Picking the horse thats going to get the lead under those conditions is not as easy as you would think.

I have seen it at Beulah too and the old Turfway.At Beulah in the winter it will go from frozen(rail paved highway)to thawing slush to bog in one afternoon.Your wire to wire at a route in race two gets annihilated on a stretch running display come race 8!

Bowie was frozen more days than not when they ran over the winter.
Did wonders for a horses feet.
