If the following rule holds true, then no new sign-ups will be eligible this week:

Once you sign up for the contest, you will automatically have an account created for you at DarkHorseBet.com (DHB).
Please allow 7 days for the account to be created at DHB

Is this rule being waived for the Belmont contest?

no, the account at DHB is where you will bet your contest winnings. That takes 7 days. You can enter the contest at DarkHorseContests right now.

I'm a California resident, therefore I can't have an account.
What happens to any winnings I might have in the contest?

then you'll just be playing for pride. But there may be more events coming that you can participate in.
