California understands that all too well.
Take for example the funds received from the settlement of the foreclosure mess. This was the 5 largest banks that were accused of fraud and/or breaking laws while those banks pursued foreclosure. All of those monies went to the general fund and not a penny for any of the owners subjected to the abuse.

Does this make the state of California worse than a class action law firm?
