Not the only track that does it, but Evangeline Downs on opening night is a prime example.
If you are offering only one Pick 4 on the card, why cannibalize the pool by starting a Pick 3 on the same race?
My guess is that this is $4-5K that would otherwise migrate to the P4 pool.
Rolling P3's on every other available slot already! Maximize the value of that P4 pool instead for its one slot on the card!
Larger tracks can absorb this overlap. Not Evangeline on a weeknight.
