If I'm using a set of pars from this year, and I encounter races from say... 2009 or 2010 or 2011, could those races (assuming that they didn't install a new surface, i.e. Santa Anita), use the 2011 set of par times, or should the 2009 and 2010 and 2011 running lines use pars specific to that calendar year?

No, you should use the older ones.

Tracks can change year to year for a wide variety of reasons.

BTW, I know you use an electronic format. If you switch to the "Kearns" format, (named after an early customer) you actually get YEARS of pars in the same file. Thus, you might have AP listed like 8 times, once for each of the last 8 years.

Since the track code changes for meets such as Oak Tree (at Santa Anita (OSA) through 2009, and Hollywood (OTH) in 2010), and since Philadelphia (PHA) became Parx (PRX) in 2011, I have had to make slight changes to the Kearns file, albeit minor ones. Not a big deal.

I experimented with Kearns the other night, and could not get it to make the adjustments. However, based on my work with TrkSurfDist, and lots of research into proper Excel formulas, I finally figured Kearns out, and will re-work my spreadsheet.
