Have not seen a big push to attract new fans so these numbers don't surprise me.

Wagering on U.S. races during the month of January declined slightly compared to wagering during January of last year, according to figures released by Equibase on Saturday

Purses, which are heavily subsidized by slot machines, rose 2.75 percent in January compared to the same month last year, according to the Equibase figures. This January, the New York Racing Association began applying subsidies for the first time to its purses due to the opening late last year of a casino at Aqueduct racetrack.

You neglect to mention the # of race dates were down more than handle. Average handle per card was UP.

Handle per card typically goes up when there are fewer cards. If you ran just on Saturdays and Sundays handle per card would be way up. I don't know for sure what days were eliminated this yr compared to last though.

Of course..
The number one reason why horse racing has suffered it's rapid tumble in business is competition for the wagering dollar.
